Well how do i
do it? if i fx. download a new facepack and want to give my
character a facelift.
Oh yes while im at it. I would love some
really good female highelf faces and belonging hair. Any sugestions?

console
enableracemenu

While in-game,
click on the Tilde (~) button to the left of the 1 -that brings up
your command console. Then type in enableracemenu
that
allows you to go through the race menu again. I "THINK" if you
actually change your race you are still stuck with the original
racial starting stat bonuses and skills-plus any gained from level
ups of course. Meaning, if you change from Argonian to Khajiit, you
still have Argonian Breathing instead of Night Eye.

I don't know
of any Altmer specific hair packs, but you should check out the
Beauty Pack on http://www.unforgottenrealms.net/ It has every
head and hair from the year 2003 so you may find what you need in
there.

several nice ones avialable here off unforgotten Realms:

I use these all the time, I think they are quite nice!
Op's earlier I missed seeing the post above I also agree the beauty
pack is very nice and well worth getting!

Astarsis made
several hair packs for both Dunmer & Altmer. I think they are on
the summit. I think I saw them on Thelys, but Do NOT quote me on
that. I really don't remember where I saw them.
Also, Rhedd's
Heads is on the summit. Look for the combo Pack. I think it had some
Altmer things in it.

Ehmm i tried gorgs hairpacks, but
i get an error in some bankscript(probably indybank) when i play
with them. And some jail script. A little odd i think. Its just a
hairpack. could it be because some of the hair is used in the banks?
Is it me or can you only change yor characters face/hair
once before you have to reload your savegame?? if i do it twice then
the whole damn startoptions continue and it ends up with that i
loose all my spells.

That does seem
strange rhn, I'm not sure why that would occur. I don't use indy
bank at present. I did use it a good while back(it is good) put
quite when it physically conflicted with a mod I wanted more. Sorry
I really can't help with this issue at all, not sure what would
cause it!
